Budget & Program Officer

This position shares primary responsibility for proposal budgetary functions within Sponsored Programs Administration. Main responsibilities include providing advice and guidance to faculty and staff in the preparation of proposal budgets, reviewing and approving proposal budgets prior to submission to external agencies, tracking and verifying appropriate and allowable charging of facilities and administrative (F&A) and other costs and providing oversight to the campus research community on completeness and accuracy of Proposal Transmittal Forms. This position provides guidance and interpretation of sponsor proposal guidelines and assists with questions related to proposal form completion. This position also shares primary responsibility for reviewing and obtaining approval for requests to sponsors related to non-financial aspects of awards. In addition, this position shares primary responsibility for electronic research administration functions (e.g. proposal submission, maintain central SPA registrations and passwords for federal agencies, etc.). This position will also provide back-up assistance to the Award and Program Officer, as well as the Program Assistant, as necessary.

Minimum Requirements:
• B.S. or B.A. with 2 years of closely related experience
• Familiarity with federal regulations and policies governing external grant and contract funding agreements for research
• Computer skills
• Detail oriented with strong problem solving skills
• Excellent organizational skills
• Ability to handle multiple tasks simultaneously, set priorities and manage deadlines in a pleasant and professional manner
• Ability to work equally well independently and as part of a team
• Strong oral, written and interpersonal communication

Preferred Qualifications:
• University experience with Grant and Contract Accounting and Sponsored Programs Administration
• Knowledge of research proposal budget development and pre-award sponsored program requirements
