Budget & Program Officer

This position shares primary responsibility for proposal budgetary functions within Sponsored Programs Administration. Main responsibilities include providing advice and guidance to faculty and staff in the preparation of proposal budgets, reviewing and approving proposal budgets prior to submission to external agencies, tracking and verifying appropriate and allowable charging of facilities and administrative (F&A) and other costs and providing oversight to the campus research community on completeness and accuracy of Proposal Transmittal Forms. This position provides guidance and interpretation of sponsor proposal guidelines and assists with questions related to proposal form completion. This position is also responsible for generating queries in PeopleSoft. In addition, this position shares primary responsibility for electronic research administration functions (e.g. proposal submission, maintain central SPA registrations and passwords for federal agencies, etc.). This position will also provide back-up assistance to the Award and Program Officer, as well as the Program Assistant, as necessary.

Minimum Qualifications:
• Bachelor’s degree in Business Administration, Accounting or related field; or BS/BA in another field with 3 years of closely related experience
• Proficiency with Microsoft Word, Excel, and Outlook software
• Detail oriented with strong customer service experience
• Strong organizational skills and the ability to recognize when follow-up actions are required.
• Ability to handle multiple tasks simultaneously, set priorities and manage deadlines in a pleasant and professional manner
• Strong problem solving and decision making skills
• Ability to work equally well independently and as part of a team
• Good to excellent writing, communication, presentation and interpersonal skills

Preferred Qualifications:
• Familiarity with federal regulations and policies governing external grant and contract funding agreements for research
• Experience with PeopleSoft higher education Financials
• Knowledge of pre-award grant/contract requirements
• Familiarity with post-award grant/contract administration
• Knowledge of research proposal budget development
